Looking for a smart tool to import data in DB

Hi,

We have a database which needs to be constantly updated with recent
information. The source of the information can come from several different
type of format: csv file, xml file, other database, ect....  We need a tool
allowing us to import that data, but the problem is that there is not a 1 to
1 mapping between the source and the target (database table).  For instance,
i might want to have some king of routing logic like:
     "if source.name is < 'M' then put the name into table abc, otherwize
put it in table xyz."
This is a simple example, but I am looking for a tool which will perform the
import while also allowing me to specify routing rules and also filtering
rules. Ideally, this tool would have a nice UI so that the user could define
these rules (ie, not programmer is required).

Does anyone knows of such tool/product??
