www.intranets.com / web forms and database management

Hi all, I hope that I am posting in the right place. I am looking for
some advice. I have seen a product on the web called www.intranets.com
it is a hosted service, but allows me to very easily create new
databases, tables, and corresponding forms…

I am looking for a solution that I can purchase and create small
applications with, or even better an opensource solution.

Any ideas would be most useful

"small applications"?   Any more info on these applications?
Tracking your recipes and golf scores?  Or something more substantial...
For the general public, or for some smaller subset?

We use Intranets.com, but only as a central repository for design documents, discussions, and calendars for a widely
dispersed consortium of software vendors.  No real 'application' development with them yet...
