Why? What's wrong with the current comp.databases hierarchy?
Did you ever issue a Call For Discussion? Call For Votes?

All your topics fit here -

database research
developing new ways of thinking about data
both seem to fit: comp.databases.theory

distributing information on database systems and software
seems to fit comp.databases and several of it's subgroups (as far as
information about specific systems and software)

database development
seems to fit right here in comp.databases

so why delute the discussion by spreading it onto more groups?

Just my opinion.
