Check these:
FIX: Insufficient Memory on a Computer That Has 512 MB of RAM
http://support.microsoft.com/default.aspx?scid=kb;en-us;137809
FIX: Insufficient Memory in Visual FoxPro on Fast Computers
http://support.microsoft.com/default.aspx?scid=kb;en-us;179287
PRB: Insufficient Memory Message Running a FoxPro EXE
http://support.microsoft.com/default.aspx?scid=kb;en-us;190462
PRB: Insufficient Memory or Not Enough Memory for Application
http://support.microsoft.com/default.aspx?scid=kb;en-us;101808

Consider upgrading to VFP8 or, in a few months from now, VFP9. VFP3 is a
very buggy release and nolonger supported.
