Changing the DB2 interface language requires to change the regional
settings of Windows. Is there another way?

Try calling the installer with

setup -i en

from the command line. We run all our db2 installations in English
here.

If you just need to change the way data is exported or displayed, you
can set the variable DB2CODEPAGE (environment variable on the command
line for a non-permanent change, registry variable for a permanent
change).
