1) Don't nest: UG41 - AG41 - AG1. You have to place AG41 straight into UG41.
Feel free to curse and swear. You can also open a requirement with IBM to
have this annoying and gratuitous limitation lifted.
2) db2set -g DB2_GRP_LOOKUP=LOCAL
You may need to do this for each instance too.
BTW, is there any reason why you cannot set authentication to Kerberos and
thereby get strong security without making the user re-enter his password
and thereby curse and swear about you?

Where can I kerberos buy/order and where became I more information for
this tool.
But my problem with the access to the DB2-Server is not repair.
Have you a address from a admin or developer, which speak german, my
english ist very bad.
What ist the way, about the user from the PDCN-domain (Win2K) to logon?
In DB2 User group I see the created groups an I have the privileges
assign.
