Is Admin client is mandatory to use db2exfmt ? I've only run time
client now so unable to generate the access plan using db2exfmt.

I don't have a machine with a DB2 client only, so I don't know if db2exfmt
is installed on the any clients. But that program only formats reports from
the explain tables that are already populated with data as a result of the
"EXPLAIN PLAN" statement. So it does not actually generate an access plan.

I agree to your view that db2exfmt just formats and shows me the
explain plan. But when I try to use db2exfmt command from my db2 client
it says db2exfmt not found so I feel that I need to have administrative
client to use db2exfmt.

It would be great if someone could confirm me the same

Explain plans are used by developpers and administrators.  The db2exfmt as
well as the db2 set explain commands are found only on the Development and
the Admin Clients to my knowledge.
Beware, I've found wrong before but not on that one I think,  Pierre.
