Express C forum dead?

I tried
http://www.ibm.com/developerworks/forums/dw_forum.jsp?forum=805&cat=19
to access the Express C forum, but I got no content and no timeout.

I wanted to search for a problem with install of Version 9.1. When using
db2_install there is only English (log messages are German, but
installed language is English).

When trying the graphical install db2setup, it asks for install images
for localized parts. We gave the directory with name de_DE.iso88591 path
disk1/db2linux/install, but that doesn't work. What can we do? Wait for
a new version without this bug? Or is it a feature?
