The following (from the FP15 readme [1]) would seem to suggest that it's
part of any (post FP4) fixpak installation:

However I suppose that could be interpreted to mean "if installing FP4 or
above on a pre-FP4 installation...". It also explicitly states it's an
optional step:

Running the db2updv8 command is *not required*, but some functionality in
DB2 UDB Version 8.2 will not work if this command is not run.
"""
In other words, I'm not sure but I doubt there's any harm in doing it
even when it's not required so you may as well go ahead and run it (ISTR
I've run it after each fixpak install on my servers).

if you dont run db2updv8 any new or modified system level tables\views
\procedure wont be included
