When I was a student working on DB2 V5.1 it was already there.
Starburst had CTE using different syntax.
My best guess is that CTE's were introduced when Starburst was merged
into DB2 V2 (DB2 Common Server)

I too recall playing with the "WITH" syntax in DB2 v5 for LUW, which was
the first version of DB2 I ever played with. I also vaguely recall
something about v5 being the first version for LUW... is that correct?
Unfortunately I don't recall if the recursive capabilities of CTEs were
present in v5 (or v6 which I only touched briefly - recursion was
definitely there in v7 for LUW).

That's stuff that Blair would know...
I do know (make myself believe?) that DB2 CS was the first version of
DB2 that worked on Unix and OS/2 (at least). DB2 V5 worked on Windows
for sure. I'm not sure when Linux came in... DB2 V7 was the last release
with OS/2 support.
DB2 V1 was OS/2 only .. so the tale goes anyways...long before my time.

I remember that at least V5.2 run on Linux.
