What are the Informix utilities (IDS 9/10/11) that can be run when the
database engine is offline/shutdown?

I prefer the "brute force approach".  In other words, bring down
Informix on development server that you can easily restore.  Then run
ALL the onstat, oncheck, ontape, etc. commands and see which ones
work.

I'm scripting a restore and need to verify onconfig parameters.

Why not just go to the $INFORMIXDIR/etc/onconfig.* file
and get your properties from that?
