Hi all
I set II_CHARSET=ISO88591 when ingres was first installed . But I have
to change it to SHIFTJIS.   Shall I have to re-install ingres?  Would
you have other solutions?
Thanks a lot.

Yes, you will have to re-install Ingres. No alternative.

I suspect that you will also have to unload your databases in ASCII and
reinstall them as well. However, I've never had to do a charset change.
That is a very dramatic operation!

I suggest that you contact your CA reps and discuss with them.
