My company is evaluating which one of these products to get.  I was

product and which one is the preferred one.  What are the pros/cons

I'd like to know, whether I need to install a copy of Oracle 9i locally
on my workstation, in order to connect to a remote Oracle database?
Or, is it that I install TOAD alone without a local Oracle 9i database
and TOAD can itself connect to a remote Database on the server?

Instant Client (10.2) only works with 8.1.7+. I am using either Toad or
PL/SQL developer, but I need a Oracle's native connectivity in place
for the tools to run.
